Biography

Layla Maryam Razavi is Policy Director at the California Immigrant Policy Center where her work focuses on expanding due process protections for immigrants. Previously, Layla served as Advocacy and Policy Counsel at the American Civil Liberties Union (ACLU) where she helped secure significant legislative victories in states with unfavorable political climates.

Layla has successfully argued in federal court, helped migrants secure asylum in the U.S. and provided pro bono assistance to people held in detention centers throughout the Southwestern United States.
Layla regularly provides expert testimony to legislative committees and provides strategic and policy counsel to local and state advocates, community organizers and policy makers. She has also appeared in several news outlets, including Al Jazeera and USA Today.
Layla holds a Juris Doctor (J.D.) from the University of California, Davis School of Law. She lives in San Francisco and was born and raised in San Diego, CA. Her parents immigrated to California from Iran before the revolution.
